| District | Population | Population in exposed coastal area | Hazard (1-5) | Vulnerability (1-5) | Capacity (1-5) | Shelter places | Households warned in time during the last cyclone |
|---|---|---|---|---|---|---|---|
| Maroantsetra | 245,000 | 52,000 | 5 | 4 | 2 | 9,000 | 48% |
| Mananara Nord | 180,000 | 38,000 | 4 | 5 | 1 | 4,500 | 31% |

Risk index used by the programme: hazard × vulnerability / capacity. Average household size: 5 people.
- Readiness trigger (H-72): probability of at least 40% of winds of 118 km/h or more within 100 km of the district. Actions: team mobilisation, shelter checks, prepositioning.
- Action trigger (H-48): probability of at least 50%. Actions: anticipatory cash transfer of 45 USD per vulnerable household in the coastal area (+ 5 USD implementation cost), then roof reinforcement kits at 30 USD per household with the balance.
- H-24: support to evacuation ordered by the authorities.
- Prepositioned fund: 450,000 USD. Share of coastal households considered vulnerable: Maroantsetra 40%, Mananara Nord 50%, Fénérive Est 30%, Soanierana Ivongo 35%. Pre-registered lists; 70% of registered households have a mobile money account.
Forecast received at H-48: Maroantsetra 65%; Mananara Nord 55%; Fénérive Est 45%; Soanierana Ivongo 20%.
- The warning bulletin, in French only, was broadcast at 10 p.m. on national radio.
- Two shelters stayed closed: the keyholder was away.
- 30% of fishers were at sea when the winds arrived.
- In three fokontany, persons with disabilities were not evacuated.
- Many women refused to go to mixed shelters without lighting or separate latrines.
- No evacuation drill for four years.

Common mistakes that cost marks
- Ranking districts by population rather than by risk index.
- Triggering the transfer in Fénérive Est when the 50% threshold has not been reached.
- Forgetting implementation costs in the cost per household.
- Ignoring households without a mobile money account.
- Confusing the priorities and targets of the Sendai Framework.
- Abandoning the trigger under pressure, or conversely ordering the evacuation yourself.
