Security risk management, movements and humanitarian access

Explanation : Score = 4 x 3 = 12, which is between 10 and 15: a high risk according to the grid provided.

Explanation : Duration: 180 / 45 = 4 h. Arrival no later than 16:30, so departure no later than 12:30.

Explanation : 12 x 10 x 5 = 600 L.

Explanation : 2 x 12 x 10 = 240 L; with a 20% reserve: 240 x 1.2 = 288 L.

Explanation : 06:00, 08:00, 10:00, 12:00, 14:00, 16:00, 18:00: 7 checks (12 hours / 2 + 1).

Explanation : Level 1: 3 people; level 2: 9; level 3: 27; total 3 + 9 + 27 = 39 people in 3 levels.

Explanation : Risk depends on threat and vulnerability; the organisation acts mainly on its vulnerability (procedures, training, choice of routes, profile).

Explanation : Deterrence relies on a counter-threat (armed escort, sanctions); protection reduces vulnerability (walls, armouring), and acceptance relies on the consent of stakeholders.

Explanation : Acceptance relies on the understanding and consent of communities and armed actors, built through dialogue and transparency.

Explanation : SRM is the analytical tool used to decide whether a level of risk is acceptable and which measures are required for an area or an activity.

Explanation : Calm and cooperation reduce the risk of escalation; paying sets a precedent and taking photographs can provoke a violent reaction.

Explanation : No property is worth a life; resistance is the main cause of injuries during carjackings.

Explanation : The flash report enables a rapid response; the detailed analysis comes later in the full report.

Explanation : A supply shortage is a logistics constraint; access constraints concern humanitarian actors' access to populations and populations' access to assistance.

Explanation : Notification is not a request for authorisation: it reminds the parties of their obligations to protect humanitarian personnel and assets.

Explanation : The last resort principle requires military assets to be unique in capability and availability, and used under civilian control.

Explanation : Duty of care requires the organisation to assess risks, inform, train and equip staff, and provide assistance in the event of an incident.

Explanation : A suspicious item is never touched; withdraw along a path already used and pass the location on to mine action actors.

Explanation : (27 - 18) / 18 = 9 / 18 = +50%.

Explanation : Threats against national staff are security incidents in their own right, requiring assessment, protective measures and follow-up.
