- Calculator or spreadsheet allowed. Show your calculations and round percentages to the nearest whole number.
- Any outside help (another person, artificial intelligence) is forbidden.
- The data are fictional. LGAs (Local Government Areas) are the cluster's reference administrative unit.
Original practice test, built on the format of written tests used by United Nations agencies and international NGOs. The context and figures are fictitious.
Documents provided
| LGA | People in need (PIN) | Response plan target (HRP) | People reached (reported) | Operational partners | Partners that submitted their 4W |
|---|---|---|---|---|---|
| Bama | 48,000 | 30,000 | 21,600 | 6 | 5 |
| Gwoza | 62,000 | 40,000 | 9,200 | 3 | 2 |
| Dikwa | 35,000 | 22,000 | 24,900 | 4 | 4 |
| Ngala | 54,000 | 34,000 | 7,800 | 2 | 1 |
| Monguno | 41,000 | 26,000 | 18,200 | 5 | 3 |
"People reached" is the sum of the 5W lines submitted. Average household size used by the cluster: 6 people.
| Partner | Site | Activity | Households | People |
|---|---|---|---|---|
| NGO A | D-01 | Emergency shelter | 1,100 | 6,600 |
| NGO A | D-01 | NFI kit | 1,100 | 6,600 |
| NGO B | D-02 | NFI kit | 900 | 5,400 |
| NGO C | D-02 | Shelter repair | 650 | 3,900 |
| NGO D | D-03 | NFI kit | 400 | 2,400 |
Note: at D-01, NGO A served the same households for both activities. Cross-checking the lists of NGO B and NGO C shows that 600 of NGO C's 650 households also appear on NGO B's list.
- Cluster funding: 11.4 million USD received out of 38 million requested in the HRP (30%).
- Common pipeline stock in Maiduguri: 4,200 NFI kits and 2,500 emergency shelters (1 unit per household).
- Gwoza: road open by day; two partners can serve 1,800 more households in 6 weeks if they receive stock.
- Ngala: access by escorted convoy every other week; only one partner (capacity 600 households); the cluster lead agency has a mobile team that can serve 1,000 households.
- Bama and Monguno: additional partner capacity of 700 and 650 households.
International NGO E: "Our internal data protection policy prohibits us from sending our beneficiary lists to the cluster for deduplication."
State Emergency Management Agency: "The Maiduguri camps will close in December. The cluster must direct all new shelter assistance to the Bama return area. Partners who continue in the camps will no longer receive authorisation."
Protection cluster: an intentions survey (n = 1,150 households) indicates that 68% of camp households do not wish to return now, because of insecurity.

Mark each answer honestly against the panel's grid: the total is calculated automatically.
Common mistakes that cost marks
- Taking the 113% rate in Dikwa as good performance instead of double counting.
- Adding up 5W lines by activity as if each line represented different people.
- Allocating stock in proportion to PIN without checking access and actual partner capacity.
- Promising that the cluster lead agency will cover the whole gap as last resort, without conditions.
- Requiring named beneficiary lists for deduplication.
- Replying alone to the authority on a returns issue without referring it to the ICCG, the HCT and the protection cluster.
