Budget headings: 1 Personnel, 2 Activities, 3 Running costs, 4 Monitoring and evaluation. Indirect costs: 7% of direct costs.
"Transfers between budget headings are authorised without prior approval where the variation of each heading does not exceed 15% of its initial amount and the results and targets of the project are not modified. Any other modification, in particular a change of target, the removal of a contractual activity or a variation of a heading greater than 15%, requires an amendment signed before the expenditure is committed. Requests must reach the donor at least 30 days before the planned commitment. Indirect costs are set at 7% of the eligible direct costs actually incurred."
- 1.2: one position vacant for 4 months, recruitment completed.
- 2.3: 10 water points completed; the WASH cluster is requesting 3 additional points (EUR 6,000 each) for displaced people who arrived in August.
- 2.4: sessions grouped by commune.
- 3.1 and 3.2: a single vehicle from month 13; increase in the fuel price.
- 4.2: the donor's programme officer has written that the donor will carry out a multi-project evaluation itself.

Common mistakes that cost marks
- Applying the 15% rule line by line.
- Treating an email from the donor as a contractual modification.
- Committing the water points before the amendment is signed.
- Forgetting the effect of indirect costs on the balance of the budget.
- Accepting a "temporary" cross-charging.
