Documents provided
| Estimated amount | Procedure | Requirements |
|---|---|---|
| Less than 1,000 | Direct purchase | 1 quotation, purchase order |
| 1,000 to 9,999 | Request for quotations | 3 written quotations, signed comparative bid analysis |
| 10,000 to 99,999 | Restricted tender | At least 3 suppliers consulted, sealed bids, evaluation committee of 3 members (logistics, programme, finance), weighted criteria announced in advance |
| 100,000 and above | Open tender | Advertisement, public bid opening, headquarters approval |
General rules: splitting a requirement to stay below a threshold is forbidden. The requester, the buyer and the approver are three different people. Any non-compliance with the technical specifications leads to elimination. If fewer than 3 bids are admissible, the committee may award the contract on a written justification approved by the country director. Any suspicion of collusion, fraud or conflict of interest is reported to the anti-fraud focal point within 48 hours.

Mark each answer honestly against the panel's grid: the total is calculated automatically.
Common mistakes that cost marks
- Choosing D because it is the cheapest, without noticing the eliminatory delivery time, or B because it is the fastest despite non-compliance.
- Comparing unit prices without adding transport.
- Calculating the price score against a non-admissible bid (D).
- Correcting the stock card to match the inventory without a discrepancy report.
- Contacting B and D to ask them whether they know each other.
- Accepting the splitting "because it is an emergency".
