- Boreholes: planned from M2 to M10, started in M3 with a single drilling rig; actual pace 3.6 boreholes per month. The water table has dropped: the actual average cost is about 10,500 EUR per borehole (budget: 8,000), rig hire rate up 20% since M4.
- Shelters: planned from M3 to M11; started in M5 because of a 6-week delay on corrugated iron sheets; actual pace 50 shelters per month. 210 shelters planned in Barsalogho: access suspended for 5 weeks (risk of explosive devices on the road).
- Vacant posts: water engineer since M3, shelter supervisor since M5.
- Contract: transfers between work packages of up to 10% of the total budget without prior approval if targets do not change; any change of target or no-cost extension must be requested at least 45 days before the end of the project.
"Please send me a status update by Friday. The end date of 31 December cannot easily be postponed. I see a low burn rate: I am counting on you to spend the budget."

Common mistakes that cost marks
- Confusing the burn rate (45.5%) with actual progress (EV 499,000).
- Calculating the work package 2 CPI without isolating materials in stock.
- Presenting the work package 4 CPI as good performance when it reflects vacant posts.
- Proposing a recovery plan without a cost or a source of funding.
- Changing a target without asking for donor approval, even below the 10% threshold.
- Agreeing to spend for the sake of spending at the end of the project.
