Documents provided
| Heading | USD |

| Rent and utilities (Beirut office and 2 field offices) | 310,000 |
| Country management (country director, programme director, 50% each on cross-cutting functions) | 190,000 |
| Finance, human resources, central logistics | 380,000 |
| Security | 95,000 |

Organisational policy: shared costs are allocated between grants in proportion to their direct programme costs (DPC), a documented method applied consistently. Headquarters passes on to the country office 40% of the indirect costs (ICR) it receives.
| Grant | DPC for the year (USD) | Shared cost line budgeted as direct (USD) | ICR rate granted (on DPC) | Donor rules |
|---|---|---|---|---|
| G1, donor A | 1,800,000 | 380,000 | 7% | Shared costs eligible as direct costs under a documented allocation method |
| G2, donor B | 1,200,000 | 250,000 | 7% | Same |
| G3, donor C | 900,000 | 0 | 7% | No office costs as direct costs: only the ICR covers support costs |
| G4, donor D | 600,000 | 90,000 | 0% | Shared costs eligible as direct costs, no ICR |
| G5, foundation E | 300,000 | 0 | 10% | No office costs as direct costs |
- Charge 100% of the country director's salary to G1, "since it is the largest grant".
- Charge the liaison vehicles to G2, whose programme fuel line is underspent.
- Reclassify part of the field office rent as "activity spaces" under G3.
- For donor A's verification visit in two weeks, have support staff fill in retroactive timesheets now for the last six months, which were not kept.
Planned shared costs: USD 1,180,000. Planned total DPC: USD 6,200,000, including two new proposals in preparation: G6 (donor A, USD 1,000,000 DPC) and G7 (donor B, USD 400,000 DPC). The lease on the Beirut office expires in 5 months.

Mark each answer honestly against the panel's grid: the total is calculated automatically.
Common mistakes that cost marks
- Allocating shared costs in equal parts or according to the availability of budget lines rather than by a consistent method.
- Forgetting the share of the ICR passed on to the country office in the coverage.
- Charging a grant more than its allocated share to fill the deficit.
- Relabelling a cost to get round a donor rule.
- Accepting retroactive timesheets presented as contemporaneous.
