- Transfers between headings without an amendment: up to 10% of the initial amount of the receiving heading. Above that: prior written approval.
- Any equipment with a unit value above EUR 5,000 not provided for in the budget requires the donor's prior approval.
- Eligible costs are those incurred during the implementation period (goods delivered and used for the action, services rendered), with the exception of the final audit and the final report.
- Exchange losses are not eligible. Interest earned on pre-financing must be declared.
- Any request for a no-cost extension is submitted no later than 30 days before the end date, with a revised work plan and budget.
- Generator costing EUR 14,000 bought in month 19 for the field office, without prior approval, charged to heading 3.
- Three payments of EUR 2,800, 2,900 and 2,900 to the same office supplies vendor, in the same week, without competitive bidding (internal threshold for 3 quotations: EUR 5,000).
- Cash distribution of EUR 22,000 (1,100 households × EUR 20): 140 signatures missing from the lists.
- Two employees charged 100% to the grant for 12 months (EUR 1,800 per month each); their timesheets show 50% on another project.
- Bank interest of EUR 1,350 on the project account, not declared.
- Exchange loss of EUR 6,400 charged to heading 5.
"The water points are behind schedule because of the floods: 4 out of 12 built; the remaining 8 cost EUR 5,500 each and require 3 months of dry season. So as not to return money, I propose to buy EUR 60,000 of non-food items next month, which we will store for the next project. For the 140 missing signatures, the block leaders can get the households to sign now." Cost of a reduced team for an extension: EUR 5,200 for staff and EUR 1,200 for transport per month.

Common mistakes that cost marks
- Calculating indirect costs on the budget rather than on actual direct costs.
- Treating the overspend on the equipment heading as a simple flexibility issue.
- Believing that removing ineligible costs from the report reimburses the organisation.
- Forgetting the bank interest in the final report.
- Requesting the extension too late or without a revised budget.
- Accepting end-of-project purchases for another project or signatures collected after the event.
