Original practice test, built on the format of written tests used by United Nations agencies and international NGOs. The context and figures are fictitious.
Documents provided
- No invoice is paid without matching three documents: approved purchase order (PO), signed goods received note (GRN), original invoice. The quantity actually received is paid, at the PO price.
- Procurement thresholds: less than USD 1,000, one quotation; from USD 1,000 to 5,000, three written quotations compared; above that, tender. Splitting a purchase to stay below a threshold is prohibited.
- Cash payment is allowed only below USD 500; above that, bank transfer to the supplier's account shown in the validated supplier record.
- Invoices in Congolese francs (CDF) are converted at the monthly accounting rate: USD 1 = CDF 2,850.
- The person who issues the PO cannot sign the GRN for the same purchase alone.
- Any suspicion of fraud or conflict of interest is reported to the administration and finance manager or through the internal whistleblowing channel, without informing the people concerned.

Common mistakes that cost marks
- Paying the quantity invoiced instead of the quantity received.
- Converting the CDF invoice at a rate other than the monthly accounting rate, or not comparing the unit price with the PO.
- Processing the three F3 invoices separately without noticing the splitting.
- Not comparing the supplier's bank account with the staff file.
- Warning the logistician or the driver about a suspicion of fraud instead of reporting it to management.
