Documents provided
Project A: distribution of shelter kits and essential household items, 1 October to 30 September. Total budget: 1,170,000 USD.
| Budget line | Budget (USD) | Expenditure recorded at 30/06 (USD) | July to September forecast submitted by the programme (USD) |
|---|---|---|---|
| 1. Staff | 360,000 | 300,000 | 102,000 |
| 2. Activities (kits and distributions) | 540,000 | 288,000 | 180,000 |
| 3. Logistics and transport | 150,000 | 112,000 | 36,000 |
| 4. Office and shared costs | 120,000 | 135,000 | 45,000 |
| Total | 1,170,000 | 835,000 | 363,000 |
Contract clause of donor A: each budget line may vary by no more than 10% of its original amount without prior approval. Beyond that, a written, justified request must be received by the donor no later than 30 days before the end of the project. Unspent funds are refunded.
Note from the project manager: "The national salary scale was raised by 12% on 1 April to account for inflation. Kit purchases in the third quarter cost less than planned thanks to a joint tender."
Monthly shared costs (rent, generator fuel, internet, guarding): 15,000 USD per month, constant from October to September.
Internal policy: shared costs are allocated each month among active projects in proportion to the full-time equivalents (FTE) of programme staff based in the office.
| Project | Donor | Period | FTE in the office | "Shared costs" budget (USD) |
|---|---|---|---|---|
| A | Donor A | 1 Oct. to 30 Sept. (12 months) | 14 | 120,000 (line 4) |
| B | Donor B | 1 Jan. to 30 June of the following year (18 months) | 8 | 90,000, i.e. 5,000 per month |
| C | Donor C | 1 April to 31 March (12 months) | 3 | 12,000, i.e. 1,000 per month |
Finding: since 1 October, 100% of shared costs have been charged to project A "because it has the largest budget". No shared costs have been charged to projects B and C. The accountant plans to continue this way until September.
| Date | Transaction | USD | Rate (NGN per 1 USD) | NGN |
|---|---|---|---|---|
| 01/06 | Opening balance of the naira account (valued at the May average rate) | 30,000 | 1,450 | 43,500,000 |
| 03/06 | Conversion at the bank | 200,000 | 1,480 | 296,000,000 |
| 18/06 | Conversion at the bank | 150,000 | 1,530 | 229,500,000 |
Expenditure paid in naira in June: 420,000,000 NGN.
Internal policy: local currency expenditure is converted into USD at the weighted average rate of the month, calculated on the opening balance and the conversions actually made.
Finding: the assistant accountant converted June expenditure at the official rate published by the central bank on 30 June, i.e. 1,560 NGN per 1 USD, "because it is the official rate".

Mark each answer honestly against the panel's grid: the total is calculated automatically.
Common mistakes that cost marks
- Allocating January to March shared costs over 25 FTE when project C had not yet started.
- Calculating the line 4 variances without first correcting the 100% charge to project A.
- Forgetting the 30-day contractual deadline for the budget modification request.
- Using the central bank's official rate instead of the rate actually obtained.
- Shifting project C's budget shortfall to another donor.
